If the telltale is flowing while your outboard is running on the water you know that the water-pump is pumping at least a certain amount of water. If the telltale isn't flowing, it doesn't necessarily mean your water-pump is bad though. The telltale is often a very small diameter outlet and is easily blocked with debris from the surrounding water.
