If the wheel is hard to turn with the drag link connecting the outboard motor to the steering cable disconnected then you have either a bad steering cable, a bad helm, or both.

Replace the steering cable with a new one

Steering cables don't last forever, sometimes the best option is to simply install a new cable for reliability.

Try to repair your steering cable

It is sometimes possible to free up a siezed steering cable by using compressed air to force oil down inside the casing. To do this you will require the use of an air compressor, although it can be quite small such as one for inflating car tyres.
