There are several ways that a fuel pump can fail depending on the type of engine and type of fuel pump. As well as the obivous affect of not supplying fuel to the outboard, a torn diaphram on a two stroke outboard can allow fuel to be pumped directly into the crankcase causing the engine to run extremely rich.
